Position Summary

This position is responsible for developing, implementing and sustaining dry dock safety programs, equipment, procedures and policies as they relate to dry dock/modernization operations. The position focuses on strategic level solutions across the main risk elements of Fire & Evacuation operations: firefighting, confined space and evacuation - including emergency planning as it relates to these elements. The position will provide tactical management capacity for the fleet safety officers when working as project safety managers for various projects and represent the shoreside link from the safety department to the project department. The position will directly report into the newbuild department with dotted line to maritime safety.

Utilize internal and external data to support evidence-based decision making while developing and maintaining processes that support ship board safety plans and provide monitoring and analysis for incidents, suggestions and non-conformities. The position must project manage corrective actions/new regulations/continuous improvement initiates related to the maritime safety program. Ensuring alignment towards a unified vision for a solution across all brands and presenting outcomes and status to senior shipboard officers and all levels of shoreside management, such as SVP and business leaders

Essential Duties & Responsibilities

  • The Manager will be tasked with being the key driver for dry dock safety innovation and execution and must therefore maintain expertise of fleet operations, situation management, safety policies & procedures, as they pertain to their specific ownership area. Work with all RCL brands, Newbuild, Global Marine Operations and Global Marine Technical Services as well as all levels of shipboard officers and crew to continuously improve safety culture through policy, procedures and project management. 
  • Manage the corporate standard dry dock safety program and relentlessly support the individual project safety managers. Provide a robust shoreside link between the shoreside project manager and the traveling project safety manager.
  • Develop, maintain and extract business insight from shipboard assurance programs including fire, evacuation and human elements specific audits and exams. Coordinate all aspects of this program and provide routine feedback to senior management. 
  • Work closely with the Manager of Maritime Safety Training to develop training programs including regulatory STCW (Standards for Training and Certification of Watchkeepers) shipboard training.
  • Project manage corrective/preventative action items in terms of obtaining finances, planning, execution and sustaining. Items such as new regulation adoption will be taken as projects under their responsibility. The priority is a standardized and aligned solution for all brands.
  • Support accident/incident investigations as required.
  • Provide day to day management needs for the project safety managers in close conjunction with the fleet safety manager and Director of Maritime Safety. Coordinate with PMO support to ensure the project safety managers are adequately supported both ashore and onboard.
  • Act as primary point of contact shoreside in regards to the dry dock safety program.
  • Monitor internal and external safety reports including Accidents, Incidents, Compliance and Suggestions for improvement.  Coordinate feedback and monitor Corrective Action status for self reporting and automated reporting systems, Internal/External Audits, Master¿s Annual Review and Safety First Program.
  • Generate reports and statistical data from the accident reporting database (and other safety databases) as required for senior management including Board of Directors and management review meetings.  Provide analysis of data and present action plans related to this information. Monitor self reporting/automated reporting database accuracy and provide content-based support and training for shipboard and shore side users.
  • Maintain current knowledge of safety related regulatory issues with focus on IMO, Flag State and Port State Regulations.  Represent the industry and company at international regulatory meetings such as the International Maritime Organization (IMO), the maritime division of the United Nations.  Represent RCL in industry working groups such as the Cruise Line Industry Association (CLIA) and other meetings and for a sharing knowledge and best practices for safety improvement as they may pertain to dry dock safety.
  • Research new technology for dry dock safety processes and develop safety related policies and procedures.
  • Serve as expert advisor to the Newbuild department on dry dock safety risk assessments  
  • Maintain working knowledge of shipboard safety systems and equipment such as e-mustering, Fidelio, and station bills
  • Supporting and coordinating with other shared services, such as supply chain in order procure safety equipment for dry docks
  • Member of the corporate situation management team, on call to respond and fulfill safety related and marine operational roles including liaising with external authorities during a situation and providing briefings to the executive situation management team as it relates to dry dock safety incidents.

Financial Responsibilities

  • This position will be responsible for $100K for projects and G&A with the maritime safety accounts.
  • The position will also be responsible for Capital projects.

Job Requirements


  • Minimum of 7-10 years of experience is required with primary responsibilities in the marine operations, dry docks, regulatory and safety fields with primary responsibility in the training, implementation and administration of safety system and processes.
  • Bachelor’s degree or Technical graduation, and a Maritime license with shipboard/platform experience required or equivalent military experience.
  • Proven ability to motivate and drive cross functional collaboration
  • Experience working with internal and external customers and vendor partners
  • Experience managing and mentoring RCL teams
  • Demonstrated verbal and written communication skills. Ability to communicate technical material to executive leadership and non-technical audience
  • Preferred proficient knowledge of maritime laws and regulations and reporting requirements as applicable. 
  • Knowledge of relief and public safety organizations, both local and federal.
  • Preferred experience in agile management settings
  • Project management experience preferred
  • Certificates, licenses, registrations required

Knowledge and Skills

  • Advanced knowledge of personal computers within a Windows environment including e-mail, Microsoft Office 365 (word, excel, Power BI, SharePoint, etc.) and related printers and equipment.
  • Excellent interpersonal skills to communicate with all level of employees and management in a multi-cultural environment, with business acumen and support for business decision make.
  • Superior writing and analytical skills; able to provide quality work with minimum direction. 
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. 
  • Ability to write reports, business correspondence and procedures manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.  The employee frequently is required to stand and walk.  The employee is occasionally required to climb or balance.  The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Work Environment

The position may require the employee to visit vessels in service or in dry dock. Additional facilities like factories or service stations may need to be visited.
