Position Summary

The Master Planner/ Estimator is entrusted to produce, focus and advance planning and development strategies to best drive Fleet Modernization long-term development objectives. As part of this group, the Master Planner/Estimator drives the planning vision which promotes the full development potential of each. This role will develop and implement operations and purchasing schedules to ensure a timely flow of product.

Essential Duties & Responsibilities

  • Manage a cross-functional/inter-disciplinary team tasked to develop and deliver on strategic planning initiatives and long-term goals as well as short-range tactical projects.
  • Establish and maintain an estimating software program to provide budget costs for new and refurbished spaces associated with the Fleet Modernization program.
  • Build plans and coordinate multiple projects simultaneously.
  • Perform project audits
  • Create and oversee program schedule at an overall program with multiple projects that interact with each other.
  • Read / analyze and interpret construction plans and specifications. - Determine required quantities from a set of site work drawings/blue prints/specifications. Utilize earthwork estimating software program
  • Provide guidance on tactical and strategic special projects
  • Establish and continuously improve a systematic forecasting, production scheduling, and inventory planning system within the ERP system, ensure that system data is maintained in a highly accurate manner and train users on inventory management features.
  • After securing projects, be able to request shop drawings and specs for submittals to be approved by engineer/architect in charge of project.
  • Maintain and continuously improve a systematic inventory level setting process that results in predictable and appropriate levels of inventory.
  • Identify, analyze and measure the current production status and identify problem areas that inhibit full schedule realization.
  • Establish daily/weekly/monthly reporting process to measure planning performance and report those in a timely basis to the appropriate audience.
  • Development of scope, preliminary schedule and estimates/budgets, contract initiation and procurement associated with the transportation planning process, including outside consultants
  • Organize and conduct regular trainings of planners and suppliers
  • Drive savings and cost avoidance initiatives across the portfolios
  • Ability to present to senior level on portfolio and long term planning models
  • Must be willing to travel as required by project (probably 0-15%)

Job Requirements


  • Bachelor's degree or equivalent from an accredited university with a concentration in engineering, naval architecture, project management or related field.
  • PMP certification is a plus.
  • 10 years project planning and best practice development following a standardized project lifecycle process.
  • Experience managing full project lifecycles in some of the following: construction, manufacturing, plant repair/maintenance, technical project procurement, inventory and production control, IT.
  • Ship or land construction experience required.
  • Proof of achievements of planning results. Show major impact on company, revenue planning, capital planning, resource planning.

Knowledge and Skills

  • Strong leadership skills and proven experience in leading a small to medium size team of professionals.
  • Software: Proficiency in MS Word, Excel and PowerPoint required.
  • Solid written and verbal communication skills, must communicate at all levels of the organization.
  • Excellent interpersonal skills, communicate in a multicultural environment with all levels of employees and management.
  • Detail oriented with excellent analytical, financial and spreadsheet modeling skills.
  • Ability to multi-task in a fast-paced environment.
  • Extensive travel required.
  • Must be strong communicator.
  • Exhibits advanced capabilities in written, oral, and graphic media.
  • Represents department and self in a competent professional manner

Physical Demands

While performing job functions the employee is regularly required to sit, and stand, write, review and type reports, compile data, operate a PC, communicate, listen, and assess information. The employee may move about the office complex, may travel to other office locations and may lift, push, pull or move 10-15 pounds. The employee is occasionally required to walk to the dock, ascend and descend the vessel. This position will regularly travel domestically or internationally for various amounts of time. Visual requirement include distant, close and color vision, and ability to adjust focus.

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The environment includes work inside/outside the office, travel to other offices, possibly travel domestic and international, and work in shipboard functions. Travel significant and for multiple periods at a time. A high noise level is possible if visiting shipboard or offsite locations.
